Yes, and no. It depends on whether the recruit is considering any schools. Recruits that don't receive the interest they thought they would receive will be more open to playing at less prestigious schools - maybe even at a lower division than they were initially projected to play at. The further into the recruiting period it gets, the more desperate the recruits become.
